First Mobile App for Foreign Nationals Supports Independence and Integration

Each year, more foreign nationals choose Lithuania as their permanent home. According to data from the Migration Department, as of 1 September 2025, around 210,000 foreign nationals were living in Lithuania. After moving to a new country, foreign nationals often face many challenges, including finding important, up-to-date information in one place and in a language they understand. Different institutions often publish information about their work and relevant updates for foreign nationals only on their own websites. As a result, foreign-born residents of Lithuania need to understand the country’s institutional system and the services it provides to find the information they need about life in Lithuania.

To address the fragmented way information is presented and provide quick, reliable, well-organized access to essential information, the Reception and Integration Agency (hereinafter referred to as the Agency) created a mobile app for foreign nationals called “InfoDesk App.” It is intended for foreign nationals living in Lithuania, as well as people staying in the Agency’s temporary accommodation facilities. All users can use the app without registering. Registration is required only for foreign nationals living in the Agency’s reception centres in Vilnius, Rukla and Pabradė. The app has two main functions. First, it provides up-to-date information on general matters relating to life in Lithuania, such as residence permits, education opportunities, healthcare services, the labour market, language learning and cultural integration. Second, it provides information for foreign nationals staying in the Agency’s temporary accommodation facilities, including news, events, training, consultations, contact details, available services and other relevant information. The app can also send notifications to all residents at once, for example, when they need to be informed quickly about a situation or important events. The app is user-friendly and accessible to people with disabilities, and accommodates a range of language and technical needs. Its text-to-speech function lets users listen to information as well as read it, and information is translated into up to 20 languages so users can access important information in a language they understand.

“Providing people with the right information promotes independence and makes integration easier. It is important to us that information reaches people here and now, when they need it most. This is both a technological and a social solution that helps every foreign national arriving in Lithuania feel welcome, informed and safe. Different groups of foreign nationals are accustomed to different information channels, so this app is one of several tools we use to raise newcomers’ awareness and understanding of Lithuania, helping them better understand its rules, norms, systems and more,” says Gediminas Pocius, Director of the Reception and Integration Agency.

At the end of October, after visiting the Reception and Integration Agency and learning about its work, projects and digital solutions, Minister of Social Security and Labour Jūratė Zailskienė said: “An information app of this kind will greatly improve access to information in languages that foreign nationals can understand. Providing services is important, but so is providing clear information. Our goal is for every resident of Lithuania with a foreign background to feel welcome and included from their first day in the country. We believe this digital tool will support smoother adaptation, strengthen people’s independence and contribute to successful long-term integration.”

“InfoDesk App” is available for Android and iOS and can be downloaded free of charge from “Google Play” and the Apple App Store. The Agency plans to expand the app’s functionality for foreign nationals staying in its temporary accommodation facilities, involving residents further in improving the reception and integration system and ensuring their voices are heard. It also plans to expand the relevant information available to all residents of Lithuania with a foreign background, for example, by adding information about employment activities for teenagers and other target groups.

The project “Innovative Approach to Creating an Information Dissemination Platform for the Refugee Reception Centre” is funded by the European Union through NextGenerationEU and implemented in cooperation with the Innovation Agency.
