About the Agency

The Reception and Integration Agency (hereinafter – the Agency) is an institution operating under the Ministry of Social Security and Labour, responsible for managing the processes of reception and integration of foreigners in Lithuania. As of 1 January 2025, following the restructuring and change of organizational form of the Refugee Reception Centre, the Agency provides social and accommodation services, state-guaranteed legal and translation services to foreigners, and implements social integration and equal opportunities policy.

The mission of the Agency is to ensure the effective reception of asylum seekers and to create and implement an effective integration system for Lithuanian residents of foreign origin, contributing to the country’s economic, social, and cultural development. Its mission also includes ensuring respect for human rights and dignity, strengthening societal diversity and cohesion, and aiming to build a sustainable future for Lithuania.

The main areas of activity of the Agency are as follows:

  • RECEPTION – provision of social services and the assurance of material and other reception conditions for foreigners in temporary accommodation facilities.
  • INTEGRATION – provision or administration of Lithuanian state support for the integration of foreigners, aimed at ensuring their smooth involvement in societal, educational, and employment systems.
  • UNACCOMPANIED MINORS CARE – ensuring appropriate care and representation for unaccompanied minor foreigners, prioritizing their best interests.

Integration and support for foreigners.

The Reception and Integration Agency actively operates in the field of foreigner integration, implementing the integration program for foreigners who have been granted asylum. Foreigners participating in the social integration program include individuals who have received asylum from various countries – Belarus, Afghanistan, Syria, Russia, Tajikistan, Iraq, and others. They are provided assistance in finding housing, settling in, integrating into the labor market, learning the Lithuanian language, and joining communities, and receive social benefits.

The integration of asylum recipients in municipalities is supported by three partner organizations: the Lithuanian Red Cross Society, Vilnius Archdiocese “Caritas” and the Order of Malta Relief Organization.

On average, about 700 persons who have received asylum participate in the program annually. The number fluctuates: in 2022, nearly 1,000 persons were in integration, while in 2025, there were slightly more than 550.

The Agency has a strategic goal to become a competence center, providing education and competence development for all those working in the field of foreigner integration. Priority is given to municipal institutions and organizations.

Digital tools and educational resources.

The Reception and Integration Agency has developed digital tools and educational resources to help foreigners integrate in Lithuania:

Mobile application for foreigners “InfoDesk App”. The app is user-friendly and adapted for people with disabilities and various linguistic and technical needs: the integrated text-to-speech function and translation of information into up to 20 languages ensure that the foreigners receive important information in a language they understand. The app can be downloaded from online stores “Google Play” and “Apple Store”.

The Agency developed and implemented the translation services administration information system, VERTIS, which can be used by both state institutions and their representatives, as well as by third-country nationals or stateless persons themselves. In April 2025, the Reception and Integration Agency introduced two new integration programs for foreigners, designed to improve the quality and uniformity of integration services throughout Lithuania.

The program “Sociocultural Introduction: Guidelines for Training Leaders” aims to acquaint foreigners with the legal framework and history of the Lithuanian state, and societal norms. The second program, “Mental Health Strengthening and Psychosocial Support Program for Refugees”, defines a minimum set of services to ensure early support for foreigners experiencing psychological difficulties.
